Which of the following most accurately describes the problem?

TWO DRIVERS who were caught driving 7.5-tonne vehicles without the appropriate licence have each been ordered to pay £265 in fines and costs by the Hillingdon magistrates.

She hreyar Khan, of Amber Avenue,Walthamstow, and Arshad Majid, of Walter Street, West Bromwich, had both pleaded guilty to the offence.

Prosecuting on behalf of VOSA, Anthony Ostrin told the magistrates that when Khan's vehicle was checked by a traffic examiner he was unable to produce his driving licence and a check on the DVLA database subsequently revealed that he only had a provisional licence.

When Majid's vehicle was stopped at the roadside a check of the police National Computer confirmed that he did not have the appropriate licence for that category of vehicle.

Fining both men £150, endorsing their driving licences with three penalty points and ordering them to pay £115 each in prosecution costs, the magistrates remarked that in the absence of the appropriate licences they were driving lethal weapons.

Khan's employer Mukesh Patel, trading as Shreeji Wholesale, was fined a total of £600 with £148 costs for having no 0-licence, permitting Khan to drive without the authority of a licence, and using the vehicle without insurance. His licence was endorsed with six penalty points.

Majid's employer Mohammed Yagooh, trading as Asia Yaqoob Halal Meat Company, of West Bromwich, was fined £250 with £148 costs for permitting Majid's offence and his licence was endorsed with three penalty points.
