Which of the following most accurately describes the problem?

• The licence held by GE Keedwell Transport of Port Talbot, has been suspended pending appeals against convictions for vehicle excise duty offences. But South Wales Licensing Authority John Mervyn Pugh has granted interim authority for Ann Keedwell, trading as KCA Commercials, to operate one vehicle.

Keedwell, who is seeking a licence for four vehicles and seven trailers, said she resigned as a director of Keedwell Transport in November 1992, following the break up of her marriage. To her knowledge, that company was not operating and the licence discs were returned to the Traffic Area. The company was not in liquidation; it had just stopped trading. Now she and her former husband wanted to start a new business, KCA Commercials, in their childrens' names.

Questioned about fines imposed in 1992, 1993 and 1994, Keedwell said she was still trying to clear matters up. Only some of the fines, imposed for using vehicles without excise licences, had been paid. Two of the convictions were subject to appeal at Warwick and Reading.

The LA had said he had received information that £5,000 was owed to RHA Insurance Services but Keedwell told him she had never dealt with a com

pany of that name and had never heard of it.

Describing the situation as an "unsatisfactory state of affairs", Mervyn Pugh said he would grant an interim licence to try and regulate an untidy situation. There would be a full hearing following the Crown Court appeals.
