Which of the following most accurately describes the problem?

ADIRECTOR of a Hinckley haulage company was described as " the straightest haulage contractor we have dealt with" when his firm faced 13 summonses for failing to comply with the conditions of a goods licence, between February 13 and March 10. at Hinckley magistrates court this week. A. J. T. Penton, Ltd., pleaded guilty and was fined £1 on each charge and ordered to pay. E5 5s. costs.

Mr. John Bray, prosecuting, said the same vehicle was concerned in each of the offences, arising out of the vehicle being used in a wider radius than that permitted by its B licence. The vehicle made journeys from local quarries, and over the period its destination was either in the West Bromwich or Birmingham area—outside the permitted 12 miles radius of Hinckley.

When Mr. A. J. T. Penton was interviewed, he agreed the lorry was used

out of the area. " I got confused with the licences," he said in a statement. 'One lorry was put on the longer route, and the other on the shorter route, contrary to the licences held."

Mr. Gerald Flavell, defending, said the firm had been trading since Mr. Penton came out of the Services in 1948; this was the first offence. Mr. Flavell read part of a letter front a firm of business associates who described Mr. Penton as "the straightest haulage contractor we have dealt with, and a law abiding citizen."
