EU road transport package nearer

NEW EUROPEAN regulations on operator licensing were adopted by the Council of Ministers last week, as the EU's package of measures on road transport entered its final phase.

The measures will tighten up rules on 0-licensing across Europe. as well as introducing new Three-inseven' cabotage rules by Spring 2010.

The latest effort to improve standards and make them equal across Europe was welcomed by the Freight Transport Association (FTA), which says that it spells "bad news for rogue operators".

However, Chris Yarsley, FTA road freight, enforce ment and EU affairs manager, says that most UK operators have nothing to fear from the new rules.

He adds: "For the most part, UK hauliers operate to a gold standard in terms of vehicle roadworthiness and driver compliance. With this announcement, we are one step closer to levelling the playing field across Europe and to removing those rogue operators that jeopardise the safety of other road users."

The cabotage arrangements adopted by the Council of Ministers last week are the ones originally approved by the European Parliament in May, which limit the number of domestic jobs that can be carried out by international hauliers delivering to foreign states to three in seven days. Other measures include making a CPC compulsory for transport managers in every member state, as well as formalising requirements on repute and financial standing.

The European rules will make clear that certain crimes, including drug and human trafficking, will result in good repute being withdrawn.
