Which of the following most accurately describes the problem?

• A coach driver who drove recklessly by overtaking during a blizzard and spraying other motorists with snow has been fined £300 and banned from driving for a year at Perth Sherriffs Court.

The court heard how Graham Gavin of Bucksburn drove past a line of traffic at excessive speed on the M90 near Kinross, spraying a van driven by Bryan Bream and blocking his windscreen wipers.

Gavin, who denied the charge, said he overtook with extreme caution and did his best to keep spray to a minimum. He said he had 49 passengers on board his Stagecoach bus and denied hurrying to make up time.
