Which of the following most accurately describes the problem?

• South Wales Licensing Authority, John Mervyn Pugh has placed restrictions on the vehicles operated by Wincanton Transport out of premises belonging to R&W Motors of Swansea, following complaints from local residents.

Mervyn Pugh, renewing the company's South Wales licence for 67 vehicles and 35 trailers, imposed conditions that only 10 vehicles and 11 trailers may be parked at R&W's premises at any one time. In addition, the movement of authorised vehicles at the site is restricted to between 06.00 and 22.00 hours Mondays to Fridays, and 06.00 and 13.00 hours on Saturdays, with no movement on Sundays and Bank Holidays except in emergencies.

The residents complained about noise, particularly from vehicles leaving early and during maintenance work, and about the general untidiness of the yard. Their spokesman, Gerard Hopkins, complained about a tanker that had been left parked outside his house for some considerable time.

Undertaking that the tanker would be moved immediately Geoffrey Jones, for the company, said it was a vehicle that Wincanton was disposing of.

The LA was told that R&W undertook the maintenance of the vehicles parked at their premises, as well as undertaking similar work for other operators.
