Which of the following most accurately describes the problem?

EVEN if increased fares, yielding an additional revenue of £1,515,000 in a full year, were authorised to the West Yorkshire PTE, there would still be a deficit of £1,488,500 in the year ending March 31, 1977, and a further deficit of £2,000,000 in the following year.

This was stated by Mr Harry Ognall QC, for the PTE, when its application for a general fares revision came before the Yorkshire Traffic Commissioners, at Leeds on September 23.

Mr Dennis Williams, financial controller of the PTE, said last year's fares policy contributions from the County Council! totalled £6,844,000: These were reduced to £4,832,000 in the current year, and would be reduced still further, to £3,800,000 next year. This was in line with the policy of the County Council to reduce such contributions by 50 per cent over a three year period.

If fares remained at their present level there would be a deficit of £2,311,000 on the current year's operations. The PTE really required an increase in fares revenue of around 20 per cent. The present application would give a net increase of 5.87 per cent in operating revenue, which was as high as the PTE felt possible without seriously endangering the vitally important public transport system.

Questioned on behalf of objectors, Mr R. R. Davies, operations manager of the PTE, said that although just under 25 per cent of the undertaking's fleet was off the road at any one time undergoing maintenance or repair, this was below the national average.

Granting the application with effect from October 3, the Chairman, Major General V. H. J. Carpenter, said the Commissioners felt the new multijourney tickets experiment was a good one and they would watch the results with interest.
