Which of the following most accurately describes the problem?

CANVEY ISLAND may get its own lorry park following the refusal of permission to park two trucks in a council car park.

Castle Point District Council, Essex, vice chairman, Mr Ray Howard told the council of the need for a park in the area.

He said that prior to the re-organisation of local government the former council had been considering a lorry park but Essex County Council had refused the idea.

The council now is to look at the idea again — but in the meantime a barrier will be put up to stop trucks using the island car parks.
