Administration for the new service would be provided by the RHA area offices and head office and the whole service' would be headed by a national committee with members elected by the regional committees.
The regional committees would operate in seven areas formed from the present RHA areas.
With the establishment of the new system the tipper men would effectively form their own branch of the Road Haulage Association.
One of the proposals would also allow operators other than RHA members into the local groups on the payment of fees but they would not be allowed to become members of committees at regional or national level.
