Which of the following most accurately describes the problem?

The Load-Lok ratchet tensioning buckle was evolved by Package Control Ltd for applications to open-top containers in conjunction with Load-Lok straps. Claimed to prevent water collecting on tilts and to resist rough usage, the buckle is being applied to 500 open-top 20-ton containers for use by Overseas Containers Ltd to carry high-cost high-density loads.

Each container is fitted with 10 tubular-steel roof bows to support the 22ft by 8ft Terylene weave, pvc-coated tilts, The 2in.-wide strapping is stretched at right angles across the bows from one end of the container to the other forming a lightweight supporting apex at their highest point. The strapping is connected at both ends of the container by ring assemblies.

The buckle is designed for use with either two-part or continuous webbing retaining straps. Up to 27in. of webbing can be taken up under tension on the ratchet bars, which rotate when the handle buckle is raised or lowered. When the required tension is achieved, the handle is depressed and automatically locked. Buckles do not have to be returned to the factory if webbing needs to be replaced. The retaining pin is removed, slotted through the new-sewn webbing and relocated. A buckle weighs 3Ib and accommodates webbing up to 2in. wide.
