• The practicability of the system which a Northern Irish haulage firm intended to adopt to control its vehicles when operating in England and Scotland was under question by the West Midland LA, Mr John Else, in Birmingham on Monday, when T. Devlin and Sons (Haulage) Ltd, of Lurgan, Co Armagh, applied for a new operator's licence for five vehicles and seven trailers.
The court heard that as the port of entry was to be Stranraer, certain licensing regulations made it necessary for the company, which intended to transport cloth to Birmingham and London, to apply for a licence in the Scottish traffic area. The Scottish LA had granted the company an interim licence but because it was proposed to maintain and control the vehicles from a base in Rowley Regis, Worcs, it was also necessary to obtain a licence in the West Midland traffic area.
Asked by the LA what system of control would be employed when vehicles were operated in England and Scotland, Mr T. Devlin, managing director, T. Devlin and Sons, said that, Roy Lowes Transport Ltd, Warley, would maintain the vehicles and a Devlin transport manager would be appointed at Lewes Transport. Similar facilities would obtain for Lowes Transport vehicles when in Ulster.
Mr Else said he was not satisfied about the arrangement and reserved his decision.
