Which of the following most accurately describes the problem?

from a special correspondent II The recently formed transport industries committee of the TUC was due to meet Mr John Peyton, Minister for Transport Industries, yesterday, to express its concern over the Government's bus licensing proposals. It is understood that the TUC representatives would be pressing for an independent inquiry into the proposals, although the possibility of such an inquiry was dismissed by Mr Peyton when he addressed the APPTO at its annual dinner last week (see page 22).

The TUC has expressed criticism of the Government's plans and has said that the exemptions to road service licensing, if implemented, would have damaging consequences for the established psv industries.
