Which of the following most accurately describes the problem?

The service applies to England's motorways and major A-roads and consists of an amber or red weather alert depending on the severity of weather reports received from the Met Office. It will target specific stretches of motorway and trunk road network in areas where there is a certainty that severe weather will occur.

The weather alert will be communicated to LGV i.„ drivers through radio bulletins, the Highways Agency's traffic radio service (available on DAB digital radio and the internet at www.trafficradio, org.uk), and through the Freight Transport Association and Road Haulage Association membership network.
