DUTH-EASTERN and Metropolitan Deputy raffic Commissioner Christopher Heaps has [pressed his regret and anger that a letter from the -affic Area Office (TAO) was altered ithout authority by a Vosa officer.

The DTC spoke out as he refused to :turn an impounded tractor unit to avid Swift of Stanford-le-Hope, Essex. Following an adjournment to find out hether the trailer being hauled by the pounded tractor had been returned its owner, the DTC said evidence from osa as to which vehicle had been hauling Le trailer had been muddled with the 2:tails of a rigid vehicle. He noted that letter from the TAO authorising the :lease of a trailer in line with the TC's ..cision had been amended by Vosa to fer to the registration number of the lpounded vehicle.

Traffic examiner Robert Balmer said that on 8 May )07 a 44-tonne artic driven by Swift and carrying chains and wood was stopped in a check at Dagenham. The vehicle was not displaying an 0-licence disc.

Swift had claimed ownership of the vehicle but enquiries revealed he did not hold an 0-licence. Swift had told Balmer he traded as D Swift Transport and had previously held an 0-licence in the Nottingham area.

Swift said he had been using the vehicle to haul a trailer that he was going to buy for use offroad inside the Millennium Dome site. He had not realised he needed an 0-licence as the trailer would not be used on the public highway. He said he had instructed his former transport manager to apply for a new 0-licence before the transport manager left in November or December 2006,but he admitted he had never signed an application form or paid any fees.
