Which of the following most accurately describes the problem?

A driver cost his firm more than £1,000 in fines after he pulled the fuse on his speed limiter and travelled at up to 100km/h before being caught by a Vehicle Inspectorate check, Charles J Marshall (Aberdeen) was hit for £1,085 in fines and costs, while the driver Leslie Anderson was fined £250 with 170 costs.

When Anderson and the company appeared before a Chester magistrates they pleaded guilty to using a vehicle when the speed limiter was not restricting its speed and when it had been interfered with.

Prosecuting for the Vehicle Inspectorate, Peter Edwards said that Anderson's Leyland

Daf artic, which was laden with sections of concrete pipe, was stopped in a roadside check in April on the A41 at Tushingham. An examination of the tack charts produced by Anderson revealed that the vehicle had regularly been driven at up to 100km/h and that speed had been maintained for some time.

The electronic circuitry fitted to that type of vehicle was protected by a 15A fuse in the main fuse box, said Edwards.

To prevent tampering, this fuse was sealed with a coating of yellow paint. An inspection of the fuse panel revealed that the seal had been broken and the fuse was missing.

When asked why he was using the vehicle in that condi

tion. Anderson had replied: "I have pulled the fuse to make a bit more time on the motorway. but I did not exceed the speed limit of 60mph. It was just enough to get past everybody else."

Asked who had shown him how to immobilise the speed limiter. Anderson replied: "I am a time-served mechanic, I know all about it."
