Which of the following most accurately describes the problem?

• Russell Davies Haulage has fitted mobile telephones into two new Volvo tractor units, which it intends to use on a contract with container shipping line OCL.

The phones have already been used to divert the drivers to urgent container loads, thereby helping to reduce empty running costs.

RDH general manager Charles Garn says the phones allow the driver to stay in touch with the company to warn of delays and theft.

Garn, however, is not ready to introduce mobile phones throughout the RDH fleet. "While an owner driver might be prepared to meet the oneoff installation and monthly rental costs for the sake of convenience and a need to stay in contact with his customers, it is at present difficult to justify across a large fleet such as ours".
