by Miles Brignall and Karen Miles • A number of Road Haulage Association members have resigned their membership in protest at the appointment of Steven Norris as the association's new director-general.

Next week the former Transport Minister takes over the post from Bryan Colley. Norris is already promising he will try to persuade the new government to impound the trucks of illegal operators, despite failing to introduce impounding during his two-and-a-half years as a minister.

He now says its introduction and an improvement of standards is the best way to increase hauliers' profits and truck safety.

"I want to tell whoever is in office after 1 May that it's at the top of our agenda," he says.

Norris, who was in charge of road safety from 1994 until 1996, denies he dragged his feet over impounding during his time at the Department of Transport. "I got as far as expected in the time I was minister...but I am disappointed that there hasn't been more progress since," he says.

When he joins the RHA on 6 May Norris says he will also push for greater enforcement resources at the Vehicle Inspectorate. Both Norris and the RHA are refusing to discuss what Norris will be paid as director-general saying: "It is none of anyone else's business."
