Which of the following most accurately describes the problem?

+11 The decision on the application by Transitex Express Services Ltd for a new A licence for two vehicles, heard in Lytham St Annes on Tuesday, was reserved. There were five objectors, including BRS and BR.

If the application is granted, one vehicle will be deleted from the A licence held by W. Poole, of Oldham. Transitex told the deputy LA, Mr A. H. Jolliffe, that it had recently paid Poole £2,000 for a vehicle and business goodwill.

Mr F. Clayton, for BR, said that Transitex was applying for licences for vehicles which Mr Poole should not have operated on his A licence.
