Which of the following most accurately describes the problem?

• Deciding that "very few people would travel from outer London to the centre to start on a four-day tour", the Chairman of the Metropolitan Traffic Commissioners, Mr. D. I. R. Muir, in a written decision has granted variations of the licences held by Cliffs Saloon Coaches Ltd, of Eltham.

At a public sitting in March. taking three days to complete, (CM March 13 and 20) Cliffs applied to vary four of its five two-day tours, already restricted to 20 times a year, as alternative four-day tours; Mr G. 0. Cliff, managing director, said in evidence that he expected 10 of the possible 20 operations to be of four-day duration. There were seven objectors. A further restriction was put on the licence preventing Cliffs offering a four-day tour over the Easter period.

Mr Muir said that for "longer tours" people were willing to travel to the central London termini, but for short tours the proximity of the picking-up point was of cardinal importance. He said the application had shown that the demand for four-day tours could not be met by existing operators offering similar tours and that a grant would not cause significant harm to extended tour operators

"For my part I simply do not understand why, if it is all right for a central London operator of extended tours of all durations to seek and obtain the right to run a modest programme of four-day tours, it is-all wrong for the present applicant to do the same thing", said Mr Muir, referring to a recent grant to Galleon. At that inquiry Galleon's "fellow objectors" to Cliffs' application "did not oppose them". The only companies that could suffer abstraction of any significance would be Maidstone and District and Wootten's, both offering tours of similar duration, mostly over Easter, concluded Mr Muir. For this reason the restriction on Easter operations was imposed.
