Which of the following most accurately describes the problem?

• Hauliers in the North of Scotland were warned last week about overloading their vehicles. At a public inquiry in Inverness, Mr A. B. Bimie, the LA, said: "I am worried about overloading vehicles in this part of Scotland. I am reminding all operators of the duty explicit on them."

Mr Birnie was considering three operators' licence applications from hauliers who admitted having a conviction for overloading—James Fraser, of Invergordon; Rena Williamson, of Dingwall, and Alexander McDonald, Balintore.

After hearing of the steps the applicants were taking, and being given assurances that there would be no recurrence of the offences, Mr Bimie granted the licences.
