Which of the following most accurately describes the problem?

• About 15 North Eastern local authorities are expected to oppose. an application for increased fares by United Automobile Services Ltd when its application comes before the Northern Traffic Commissioners at Darlington on May 19. The local authorities are, at present, awaiting an appeal decision made against a fare increase granted to United last October.

A spokesman for the objectors said they had asked the Ministry to announce an early decision on their appeal as it would have some bearing on their attitude towards the new application. The spokesman criticized the Commissioners for fixing a date for the inquiry before the result of the appeal of the last fare increase had been announced. (see page 58.)
