Which of the following most accurately describes the problem?

• The ban by London dockers on working the OCLACT container terminal at Tilbury was lifted on Monday. The London No I docks group decided at a meeting last week, to lift the 18-month ban as all the conditions relating to pay and working had been satisfied.

The OCL/ACT consortia have been using the ports of Antwerp and Rotterdam as the terminal for its Australia containership services while the ban was in operation adding about £100,000 to the cost of each round trip.

A 10 per cent surcharge added to the freight rates for the Australia service to offset the additional costs of ferrying containers to and from the Continent is expected to be removed when the Tilbury terminal becomes fully operational.

A spokesman for OCL said on Monday that it was too early to say when the berth would be fully operational but the shipping schedules were being replanned and the company's ships would put into Tilbury at the first opportunity.
