Which of the following most accurately describes the problem?

• Some of the first production batches of Seddon Pennine RU rear-underfloor-engined buses are in the course of delivery. All the vehicles are 33ft Sin, models with front entrance and central exit bodies. Already in service in Huddersfield are three examples with Seddon's own Pennine body, and a further batch of five similar vehicles is due later. Equipment includes public address systems and radio telephones. On Tuesday Lancashire United Transport Ltd took delivery of the first of 20 Seddon Pennine RU buses with Plaxton bodies designed to carry 40 seated and 20 standing passengers. The company has on order 30 similar buses for delivery in 1971.

Doncaster Corporation Transport is currently receiving 14 Pennine RU buses, which, like the Huddersfield buses, have Seddon's own light alloy Pennine bodies. The Doncaster buses seat 42 passengers with accommodation for 18 standing passengers. All the above buses have Gardner 6HLX engines and semi-automatic transmission.
