Which of the following most accurately describes the problem?

The Department for Transport (DfT) has revealed a significant rise in the number of foreign-registered lorries travelling from the UK to mainland Europe in the past sixteen years, from 484,000 in 1996 to 1.45 million in 2011. However, the latest roll-on roll-off (ro-ro) figures show the total number of goods vehicles travelling across to the Continent in the whole of 2011 was 2.47 million, of which 1.81 million were lorries and 660,000 were trailers. While UK-registered trucks accounted for only 20% (361,000) of ro-ro traffic in 2011, this was broadly in line with 2010 (down just 1%). Polish vehicles made up 15% (270,000) of 2011’s total, and Dutch-registered lorries 11% (199,000).
