Which of the following most accurately describes the problem?

T read with interest about lthe DOT's "figure juggling" (CM 18-24 May) on money to enforce the law against unsafe vehicles. It's time the Government put its hands into its pockets to pay for the laws it claims it wants. If hauliers are paying £2 extra a year on their 0-licences in the name of better enforcement, then that cash has to be put back into enforcement. If not, the Government might as well shut up and let illegal operators get on with it. We've had enough hot air, let's have a bit of action. R Osborne
