Which of the following most accurately describes the problem?

• Government proposals to end vehicle excise tax breaks for many idle commercial vehicles have been opposed by the Road Haulage Association.

In its response to Department of Transport plans to cut down on all types of VED evasion the RHA says all vehicles over 3.5 tonnes GVW should not require a tax disc when they are stored off-road.

The DOT has made three proposals on the issue, including allowing all vehicles over 12 tonnes GVW to be exempt from any new requirement for continuous VED licensing.

RHA technical manager Bob Stacey says: "A commercial vehicle is a commercial vehicle. Why should a vehicle over 12 tonnes be treated any differently to those between that weight and 3.5 tonnes?"
