Which of the following most accurately describes the problem?

• Humberside Police are calling on the haulage industry to donate surplus personal computers so they can improve their fight against truck theft.

Its 12-man Force Intelligence Bureau wants hauliers to donate or sponsor hardware so that they can collate thousands of pieces of intelligence they have gleaned from investigations into local truck crime. It is recruiting a transport crimes officer to analyse the data but says it needs computers to help them analyse people's movements and their relationship to theft incidents.

"Our one computer is absolutely inundated with work," says Sergeant Dave Rawding. "Even a small contribution would assist our limited budget" He is convinced the computers will increase the force's truck recovery rate because when the force concentrated its resources on analysing local truck crime it netted £500,000 worth of stolen parts and broke three crime rings. "We just haven't got the resources to keep that kind of effort up," says Rawding.
