Which of the following most accurately describes the problem?

• Kelso Tractors Ltd of Kelso had its licence curtailed to one vehicle and two trailers, for three months last week in Edinburgh by the Scottish LA.

The company was applying for a renewal of its licence for two vehicles and two trailers and at the same time was appearing before the LA under Section 69, Mr A. B. Birnie, the Scottish LA, said the firm had not kept to its undertakings about records. There were mitigating circum

stances he said, but clearly there had been something wrong.

Mr P. Hartland, a vehicle examiner, said he had inspected the firm's vehicles and had issued three immediate GV9s. There were no inspection records being kept at the time of his inspection, he said. For the firm it was claimed that records had been kept but it was now accepted that detailed inspection records should have been kept and this was now being done.
