Which of the following most accurately describes the problem?

• The old members of the European Economic Community — the Six — should be given more Community haulage permits for 1973-74 than the Commission has proposed, said the EEC Economic and Social Committee in Brussels last week.

The proposed increase in the allocation of EEC haulage permits to new members was of concern to the old member States because the needs of transport in the enlarged Community would be apparent in the same proportions in all countries of the EEC. As a compromise, the ES Committee suggests that the number of permits issued to "old" members should be augmented in a proportion which would take account of the raised allocations to new members.

The Commission had proposed that Germany should get 321 permits for 1973, France 313, Italy 230, Belgium 191, Holland 279, and Luxembourg 45; and that the UK's original allocation of 99 be increased to 193, Denmark's to 59 and Ireland's to 20.
