Which of the following most accurately describes the problem?

THE DEPARTMENT for Transport has launched a consultation on TransportEnergy grants in a bid to increase the use of cleaner vehicles and technologies.

It wants operators' views on the role of the PowerShift, Cleanup and NewVehicle Technology Fund, enabling TransportEnergy and the government to assess how the grant programmes are performing.

RichardTarboton, head ofTi'ansportEner&v, says they are proving a success, but adds: "This consultation is a great opportunity for us to continue to listen to and speak \kith our stakeholders about developing the role of the programmes."

However, the Society of Motor Manufacturers and Traders will be reiterating its opposition to the way truck grants are awarded. The Energy Savings Trust's (EST) decision to spread its grant allocation throughout the year was described by the SMMT as a "bombshell" because no applications will be accepted once the allocation for each two-month period has been used up (CM 27 May). A spokesman says: "If it [consultation] brings some common sense to the situation we will be delighted."

• The EST says operators have saved over £42m by adopting green vehicle technology under its TransportEnergy programmes.

It adds that a record total of nearly 10,000 vehicles have been funded through the PovverShift and CleanUp programmes during the past year.
