Which of the following most accurately describes the problem?

POSSIBLE ACTION against a transport manager's repute was dismissed after aTC blamed "wholly unacceptable" delays in launching a maintenance investigation into her firm MVP (Spares).

North Western Traffic Commissioner Beverley Bell was considering the repute of Fiona Simpson, transport manager at Blackburn-based MVP (Spares). because of her former role as transport manager of St Helens Skip Hire, whose licence was revoked last September (CM 2 October 2003). At the time Simpson was transport manager of both operations.

In reply to the TC, Simpson reported that MVP, which has a licence for eight vehicles, had not had a maintenance investigation. However, two of its vehicles had been stopped in roadside checks without any problems emerging.

She had resigned from St Helens Skips before the public inquiry and had had no contact with the firm since. She said she had lived "under a shadow" for 12 months.

Taking no action against Simpson, the TC said VOSA and the Traffic Area Office had been asked to make a maintenance investigation and to supply further information. She still did not have that information and it was wholly unacceptable that Simpson had been left hanging in the air since last September.

She could only apologise that the matter had been left for so long.
