Which of the following most accurately describes the problem?

AN ESSEX OPERATOR which repeatedly ignored requests for information from the Traffic Area Office has lost its appeal against the revocation of its onevehicle licence. The licence had been revoked when the company failed to notify South Eastern & Metropolitan Traffic Commissioner Christopher Heaps of a change of address.

The Transport Tribunal heard that the TAO wrote to Clearout in October at the company's registered base in Waldencot, Woodford. It wanted an explanation for the absence of a driver defect reporting system and fora delayed prohibition.

There was no reply and a second letter was sent in November. Again there was no response.

A third letter was sent in December and Clearout director Ray Crane phoned the TAO saying he had addressed the problems identified by the vehicle examiner. He was asked to confirm this in writing. Crane told the Tribunal that he had written to the TAO in January but the TAO said the letter was never received. In February the TAO wrote saying the TC was considering taking action and giving the company 21 days to respond. No response was received.

Crane told the Tribunal that the company had changed its address in September but had omitted to arrange for mail to be forwarded to the new address. He accepted that the first time the TAO was aware of the new address was when he notified the TC of his intention to appeal.
