Which of the following most accurately describes the problem?

THE DRIVERS Action Movement has criticised the reluctance of local authorities to take action on overnight truck parking problems.

The criticism comes after the group wrote to 119 authorities across the UK highlighting the shortage of facilities and the problems posed to drivers. Only 27 of authorities responded and they were not positive about the future of truck parking within their area. DAM secretary Jack Crossfield says councils must start to look at this problem with urgency and work with the business sector and government to bring about changes: "HGV drivers are a vital supply line to industry and leisure in all areas and need treating with respect, not as a second-class workforce."

In another letter to local councils DAM challenges them to look at spaces close to industrial sites which could house truck parks with adequate facilities such as toilets, showers, perimeter lighting and on-site security. It also wants councils to pressurise the government to subside any of these developments and show them that there would be an overall saving if goods are delivered safely and on time.
