THE FIRST phase of the ..1'40m plan to use the hard-shoulder as an extra traffic lane on the M42 will he completed by March when overhead gantries will be in place, says the Highways Agency (HA).

Many pundits are warning that the project puts traffic flow before safety (CM 11 December 2003), but the HA insists the move will be safe.

Gantries will be erected at 500metre intervals along the M42 between Junctions 3a and 7 to the south of Birmingham the section that links the M6 and the M40. An HA spokesman says: "Hard shoulder running will be in peak periods and during incident management in other words only when necessary. The emergency refuge areas are also every 500 metres and they are already in place."

If vehicles break down between the refuge areas on the old hard shoulder, the Highways Agency believes that its "active traffic management" systems will be able to cope with the situation by shutting down the lane with a red cross displayed on the gantry
