Which of the following most accurately describes the problem?

The big change here is how you can reduce rest periods. Under current rules the required 45 hours can be cut to 36 at the driver's or vehicle's base,or 24 hours if they're away from base. Now, the EU says, hauliers are allowed to reduce it to 24 hours at base, as well as away. Again, that's good for llexibility, but cuts still have to be made up by the end of the third week. On the other hand, the new rules also state a 45-hour rest must be taken in any two-week period, which rules out drivers working six days every week.
