Which of the following most accurately describes the problem?

THE Minister of Transport is to set up a departmental committee to devise a scheme for plating goods vehicles with the maximum permitted loads they can carry. This was announced on Wednesday.

The task facing the committee will be to work out a practicable and economical means of fixing maximum weights, not only for new vehicles, but also for more than 1+ million goods vehicles which are already on the roads—many of which have been modified since manufacture Engine power will be taken into account. as well as brakes, springs and so on.

The Minister has written to the Societ. of Motor Manufacturers and Traders, the Road Haulage Association, the Traders Road Transport Association and British Road Services, inviting them to nominate representatives to advise the committee.
