Which of the following most accurately describes the problem?

HIGHER speed limits for goods vehicles on de-restricted roads will come into effect on February 9. This was announced yesterday by the Ministry of Transport.

Under the new regulations the speed limit for rigid and articulated goods vehicles is raised to 40 m.p.h., for rigid vehicles with drawbar trailers to 30 m.p.h., for light 'vehicles towing light trailers or caravans to 40 m.p.h. The limit for tractors and locomotives conforming to certain design standards for springs, tyres and brakes goes up to 30 m.p.h. and, if they are towing trailers, to 20 m.p.h. Motor tractors with two or more trailers and locomotives with more than two trailers will have a limit of 12 m.p.h.

Proposing these new limits in the Lords on Wednesday, Lord Chesham, added that the new regulations also contained new penalties; courts would have the discretionary power to disqualify a driver for any speeding offence. Speeding, he went on, became one of the three offences in three years which lcd to automatic disqualification.

The present limits were out of date and widely disregarded.
