Which of the following most accurately describes the problem?

HARD on the heels of Tuesday's fiasco in Brussels, and the consequent set-back to the hopes of British commercial vehicle and component manufacturers for a widened home market within the E.E.C., came the announcement on Wednesday afternoon (see page 5) of weight and dimensions proposals that will substantially bring British limits into line with those enforced in, or proposed for, other European countries. These proposals will, at least, remove one burden on our manufacturers and enable them to economize by building the same vehicle for home or export sale. Their problem is, however, only slightly diminished. They will now have to plan for renewed attacks on their existing export markets, many of which are diminishing because of local manufacture requirements and will, in any case, be subjected to increased pressure by German, French and Italian exporters whose costs are underwritten by a large, expanding home market.

These new construction and use proposals are almost certainly a result of the Common Market negotiations, and they emphasize the point this journal has continually made—that the E.E.C. will have strong effects on British operators even though we are not members. It is vital that operators in this country do not now write off the E.E.C.—and, indeed, Europe as a whole--as "of no further interest ". Closer association with, or even eventual membership of, the Community is by no means unlikely in the future.
