Which of the following most accurately describes the problem?

by Jennifer Ball iesidents in Felixstowe have launched a fresh ;ampaign to improve safety at the dock spur roundabout after another truck overturned, eaving its driver hospitalised.

The incident happened on the A14 junction at mound 17:15hrs on Tuesday 16 July when the rehicle rolled over as it came round the junction, ;pilling its load of wood screws. The driver suftred a broken leg and shoulder injury.

The accident is one in a long line where trucks lave spilled loads or rolled over at the junction, ncluding a fatal crash last year when another notorist was crushed. Local newspaper The Fvening Star—which is backing the campaign:laims that there have been 18 accidents in the iast six years involving trucks rolling over or ihedding loads at the junction, with four inci dents in the past six months. However, the Transport Research Laboratory (TM.) says there were only five incidents involving Ms rolling over in the five years and five months up to the end of May 2001. In comparison 4,000 HGVs use the roundabout every day in each direction—the equivalent of one every three minutes.

The Highways Agency says it commissioned the TRL to look at why lorries overturn at the junction and what further speed restrictions could be put in place. 'The TRIL found that speed could be a major issue but that it could be the result of the way trucks are loaded.

"It has highlighted a number of plans to improve the roundabout safety such as setting a new advisory speed knit. It has also recommended installing chevrons on a nearby island to help reduce the speed of vehicles."
