Which of the following most accurately describes the problem?

11 The Traffic Area Network and Vehicle Inspectorate are to merge on April 1 next year after a shock announcement made in Parliament last week.

Senior Traffic Commissioner Michael Betts is said to be "disappointed" that the government failed to consult before announcing the move.

Reacting to the news, an FTA spokesman said while there were probably good administrative reasons for the move, the industry might be concerned about whether the TCs' independence would be affected by the way the agencies had been broughttogether.

Scottish Regional RHA Director, Phil Flanders, says that if it improves services to operators the RHA would support the merger, and if it worked he could see advantages. He points out that most operators already seem to think of the Traffic Commissioners, VI and TAN being one, so they will "not perceive any real difference."
