Which of the following most accurately describes the problem?

about renewing his psv driving licence and said that, in general, Traffic Commissioners insist that the holder should have driven psv during 12 months before renewal. Does this apply in all areas?

The requirement that an applicant shall have driven psv during the 12 months preceding renewal does not apply in the Metropolitan traffic area. This is because the psv driving licences there are issued by the Metropolitan Police Hackney Carriage Office and not the Traffic Commissioners. Therefore the condition imposed by them in other areas does not apply to psv driving licences issued in the Metropolitan area.
