Which of the following most accurately describes the problem?

The DoE's second effort almost matches the first in historical insignificance. It is the Reports of the Traffic Commissioners for the year ended March 31, 1974; that is no misprint, I did say 1974. Now it might be essential for the Department to keep such historical documents, but does anyone else need to be reminded that bus spares were short in May 1973? They are still short today; and is it really necessary to remind ourselves that bus fares were increased nationwide in 1974 when it is a W.-monthly occurrence in 1975?

Although it is available free from the DoE, it is unlikely that the publication will become a best-seller, but it is disturbing to think of the man-hours wasted on this exercise.
