Which of the following most accurately describes the problem?

PLANS for a lorry routeing system through West Sussex have been unveiled by the county council. A draft map showing the designated road network and a detailed questionnaire are being sent to the RHA/FTA for consultation.

Access, says the council, is the main problem since vehicles of any size will have to be allowed to reach their final destination. It was up to the Government to act further to get a more rigorous enforcement of weighting limits.

If introduced the system would only be advisory, although the council would like to see it made mandatory.
