ONE BAFFLING ASPECT that emerged from last week's Budget was the reintroduction of the RPC (Reduced Pollution Certificate) scheme promising a £500-per-year VED rebate for operators that buy Euro-6 trucks ahead of their mandatory introduction in 2014, However, it is a largely empty gesture because most truck manufacturers believe new Euro-6 vehicles will not be available until mid2013 at the earliest. Allied to that is the fact Euro-6 trucks are likely to cost at least an additional £2,500 over an identical Euro-5 model, which the RPC will barely cover, so there is little incentive to buy the higher-priced vehicles ahead of schedule.

The limitation of the RPC to a five-year period, compared with the current scheme which lasts for the lifetime of the truck, will also be a further impediment to take-up as there will be little or no boost to residual values. Ray Catley, manager environment and legislation for Volvo Trucks, says that the government rebuffed calls to introduce the RPC for enhanced environmentally-friendly vehicles (EEV) dubbed Euro-5-and-a-half which most manufacturers have available.

He says: They were not prepared to consider something that was achievable and would stimulate the market and encourage operators to update their fleets."
