Which of the following most accurately describes the problem?

SWEDEN has issued new regulations for heavy vehicles in Sweden during the holiday period, including restrictions on the times that they can move around.

Exemptions from the new regulations will be available from the Swedish Government and operators should apply through the Swedish embassy.

The Swedes say that exemption will be granted on grounds of urgent need or if the cargo could he destroyed or will deteriorate if delayed. Even then, police and customs will have the power to prohibit a vehicle with an exemption from the roads.

Vehicles will not be allowed to use E marked roads or those with numbers of 80 or less during the restricted hours.
