Did you get the impression that the Bullock report was proving a wee bit embarrassing to the Government and it had been quietly laid aside? I confess I did.

The early reaction — some might say over-reaction — of employers appears to have had enough weight to make Mr Callaghan, and of course Mr Steel, thing again.

Well that's what I thought but not Rabvale Ltd of Harrow Road, London.

In a 192-page report it has produced what is described as "An effective answer to the Bullock Committee".

And it's not all counter-attack stuff.

The compilers talk of a "three-year record of incompetence on the part of the industry and the media" Misleading and dangerous statements by employers, ill considered attitudes of the CBI, and the badly organised CBI campaign are all features of the report.

Rabvale says it is confident that the majority of Bullock's proposals will never become law and goes on to say, "This optimism on our part that large companies will play their part is not based on any useful opposition to, or criticism of, proposed laws, in the past but because it should be clear that they cannot now sit back and leave the debate to inappropriate, uninformed and unwise champions."
