That was what Frank Hooley (Labour, Sheffield, Heeley) wanted to know.

William Rodgers, Transport Minister, in a written Commons reply, said: "Cost-benefit analysis can be used to quantify some of the benefits of a road scheme, while others must be assessed qualitatively. "A scheme is considered non-viable if, taking all factors into account, benefits appear insufficient to justify the costs."
