Which of the following most accurately describes the problem?

At Aberdeen. last week, Messrs. Davidson's Road Transport, Aberdeen, were granted permission by Mr. Henry Riches, Northern Scotland Licensing Authority, to acquire a vehicle of 41 tons to replace one of 2f tons and a trailer of 2 tons.

In reply to a request for a period of two months in which to acquire the vehicle, Mr. Henry Riches said the firm could have three months, in view of the Government demand for heavy lorries.

Mr. G. Davidson, a partner in the firm, said they had trouble with the trailer in the winter and desired to give it up to avoid .disorganizing their service.

At the same time, Messrs. Davidson's Road Transport applied for the licence held formerly by Mr. William Milne, haulier, Inverurie, and it was explained that they had acquired his business. Mr. Thomas Reid, Inverurie, objected, but Mr. Riches declined to admit him as a statutory objector.

Giving evidence, Mr. Milne said that,

for six years, he had had a daily carrier's business between Inverurie and Aberdeen, but was giving it up through ill-health. The application was granted,-Mr, Riches reminding Mr. Cr. Davidson that he must not change

the character of the business. '
