Which of the following most accurately describes the problem?

5 rum the west country comes news that Somerset Rescue has put into service a Scammell S24 6x6 heavy rescue and recovery unit, admirably equipped to deal with the toughest of winter conditions. I)escribed by Somerset Rescue as "the only one of its kind in the world", the vehicle boasts supported towing and overhead recovery facilities in one unit together with a main boom trailing a capacity of 30 tonnes close coupled and 15 tonnes fully extended (eight feet). Its under-reach equipment also features a hydraulically operated extending boom which for overhead recovery work can he fully retracted to allow more clearance for the main boom and for the winch cables to be used closer to the rear of the vehicle. The bodywork is all steel and custom built. Operators unlucky enough to break down in that part of the world will at least have the pleasure of admiring a handsome piece of equipment while they wait.
