Which of the following most accurately describes the problem?

THE EUROPEAN Commission has warned Greece and Cyprus that they must ensure all new trucks using their roads are fitted with digital tachographs. This became compulsory for new trucks in the EU from May, but Brussels claims that Greece and Cyprus have not issued the necessary tachograph cards to drivers, companies, workshops and

control officers. If these countries ignore the Commission's request, it could take them to the European Court of Justice.

EU transport Commissioner Jacques Barrot explains: "Each member state hasthe responsibility to fulfil the European objectives of increased road safety and enforcement of driving times and rest periods."
